I am surprised as to how a craft can be so similar to another. This book on making flowers from straw is very similar to making hair flowers. It appears that the Swedish people use their fingers to make hair flowers by just weaving the hair to and fro. You can also use a needle. This book explains the techniques of straw work, Marquetry and embroidery using straw. But from what I have read, you could use human or horsehair instead of straw, or combine the two. Why not get creative. Below shows the crafts you can create from this book. Straw crafting is also a lost art. Just think of the possibilities....
